Fact of the matter is that police officers cannot be there 24/7/365 at every private business complex to protect you. Police need time to respond to an incident. A soft target refers to a location containing vulnerable persons or things that is relatively unprotected. It might be a hard fact to accept, but there are too many soft targets in the United States.
